Post-Graduation Work Permit Changes to Work in Canada 

The Canadian government has introduced stricter guidelines for international students, foreign workers, and their spouses to work in Canada. These changes, set to take effect in November 2024, include reductions in the number of study permits issued and new language proficiency requirements for the Post-Graduation Work Permit (PGWP). 

Language Proficiency for Post-Graduation Work Permit Applicants 

From November 1, 2024, new language requirements will come into effect for those applying for a Post-Graduation Work Permit (PGWP) in Canada. University graduates will need to achieve a Canadian Language Benchmark (CLB) level 7, while college graduates must meet a CLB level 5. 

To clarify, a CLB level 7 corresponds to an IELTS score of approximately 6.0 in each skill (listening, reading, writing, and speaking), while a CLB level 5 is equivalent to an IELTS score of around 5.0 in each skill. These scores reflect a solid command of English necessary to live and work in Canada. 

The government has also tied the issuance of PGWPs for college graduates to their field of study. Starting in November 2024, only graduates from public colleges whose programs align with high-demand labor sectors will be eligible for a 3-year PGWP. Other college graduates may no longer qualify for the same post-study work benefits.

PGWP: Pathway to Permanent Residency in Canada

To better control both temporary and permanent immigration, the Immigration Levels Plan for 2025–2027 will include temporary resident levels for the first time. This plan seeks to reduce the overall number of foreign workers and international students. 

These adjustments align with new policies such as capping study permits and restricting spousal work permits to specific sectors, with the aim of gradually reducing the intake of temporary residents over the coming years.
